I have the honour to acknowledge the receipt of your letter of the 16th of December No 45327/1908 and its enclosures as to the question whether the scheme put forward in Messrs Roose Son & Matthews's report of the 3rd of October last for the construction of a breakwater at Mongkoktsui contemplated the reclamation of the area in front of plots 35 and 36 which are the property of the Admiralty.
